We are looking for Alternate Quality Control Manager who must have a minimum of 5 years combined experience as a project manager, superintendent, QC Manager, construction manager, or inspector on projects similar in size, scope, and complexity type construction contracts, which included the major trades that are part of this contract, and at least two years of experience as a Quality Control Manager.
Project Details: This is a design-build (DB) project to provide complete design and construction of a new UFC-compliant single-story 15m x 34m Command and Control Facility/Interagency Fusion Centre (C2 Fusion Centre). This facility will include a lighting system, air-conditioning units, ceiling fans, overhead audio/visual connections and accessories, electrical/LAN line/phone wall outlets, windows, doors, fire safety features, latrines, septic system, connection to shore power source with exterior electrical connection station and transfer switches,

What we are looking for:
· Bachelor’s degree in engineering, Construction Management, or a related field.
· 10+ years of experience in Quality Control for military, government, or large-scale construction projects.
· Strong knowledge of UFC, USACE/NAVFAC QC requirements, and ISO 9001 standards.
· Certification in Construction Quality Management for Contractors (CQM-C) is preferred.
Key Responsibilities:
· Develop, implement, and maintain the Quality Control Plan (QCP) for the project.
· Ensure compliance with UFC, USACE/NAVFAC, ISO 9001, and local construction standards.
· Review and approve Inspection & Test Plans (ITPs), procedures, and work instructions.
· Conduct and oversee three-phase inspections (Preparatory, Initial, Follow-up).
· Coordinate with third-party testing agencies and ensure proper execution of required tests.
· Verify that materials and workmanship meet approved specifications.
· Document deficiencies and oversee corrective actions.
· Maintain all QC records, reports, and logs per contract requirements.
· Ensure proper submittals of Materials Approval, RFIs, and Non-Conformance Reports (NCRs).
· Verify that all required project documentation (as-builts, test reports, certifications) is complete and accurate.
· Serve as the primary liaison for QC matters with the client, project team, and subcontractors.
· Participate in weekly QC meetings with stakeholders and provide progress reports.
· Coordinate with the Safety Manager to ensure quality and safety standards align.
· Identify, document, and resolve Non-Conformance Reports (NCRs).
· Implement corrective and preventive actions to address recurring quality issues.
· Conduct Root Cause Analysis (RCA) for major defects or deviations.
· Provide quality training to site personnel, subcontractors, and stakeholders.
· Promote continuous improvement initiatives for quality enhancement.
· Conduct toolbox talks and workshops on QC best practices.
· Ensure final QC inspections, testing, and commissioning are conducted successfully.
· Verify and submit as-built documentation, warranties, and O&M manuals.
· Support final acceptance and handover to the client.
