Quality Control Manager - Deigo Garcia Island

 We are looking for a Site Superintendent – Mechanical Engineer for our NAVFAC projects in Diego GarciaThe candidate should has accumulated over five years of focused field experience in the installation, testing, and commissioning of mechanical systems related to fuel storage, fuel transfer pipelines, and pump stations across defense and infrastructure projects. He has demonstrated consistent leadership in site-level coordination, field quality control, and subcontractor oversight.

He should be well-versed in applicable international fuel system codes and safety standards

This position requires relocation to Deigo Garcia Islands where housing is provided and likely includes future relocations to other Pacific island locations.

Responsibilities

  • Develop and implement a comprehensive Project Quality Plan (PQP) in alignment with company policies and client specifications.

  • Supervise QA/QC teams and coordinate inspections, testing, and documentation for:

    • Aboveground/belowground fuel storage tanks (API 650, UL-142)

    • Fuel transfer pipelines (welded, flanged, or flexible systems)

    • Fuel dispensing, filtration, control systems, and leak detection

  • Prepare and enforce Inspection & Test Plans (ITPs) and method statements for all stages of construction and installation.

  • Verify welding procedures, NDT (Non-Destructive Testing), hydrostatic testing, flushing, and leak testing for piping systems.

  • Coordinate with third-party inspectors, vendors, and laboratories to validate materials and workmanship.

  • Review and approve Material Inspection Requests (MIRs), Inspection Requests (IRs), and test results.

  • Lead root cause analysis and implement corrective/preventive actions for any non-conformances (NCRs).

  • Ensure strict compliance with international codes and standards: API, ASME, NFPA 30/407, ASTM, ISO, and project-specific criteria.

  • Support pre-commissioning and commissioning of fuel systems including functional testing and pressure testing.

  • Conduct internal quality audits and support client/third-party audits as needed.

  • Maintain comprehensive quality records and support the preparation of project handover documents (QA/QC dossier).


Qualifications:

  • Bachelor’s Degree in Mechanical, Petroleum, or Civil Engineering (or related discipline).

  • Minimum 8–10 years of experience in QA/QC roles, with at least 5 years in fuel systems or oil & gas infrastructure.

  • In-depth knowledge of fuel system design, fabrication, and installation standards.

  • Strong understanding of welding practices, pressure testing, NDT, and piping fabrication.

  • Excellent leadership, documentation, and communication skills.

  • Proficient in QA/QC tools, MS Office, and quality management software.


Preferred Qualifications:

 

  • Experience with USACE or government/military fueling projects (e.g., POL facilities).

  • Certifications such as:

    • API 653 / 650, AWS-CWI, ASNT Level II

    • ISO 9001 Lead Auditor

  • Familiarity with EM 385-1-1, RMS/QCS reporting, and Three Phases of Control (for USACE projects).

  • Previous work on aviation fueling systems, tank farms, or bulk fuel terminals is a plus.
